The government has approved the National Pay Scale-2026, introducing a new salary structure for public servants effective from July 1, 2026.
Under the new scale, the minimum basic salary for Grade 20 has been fixed at Tk 20,000, while the maximum basic salary for Grade 1 will be Tk 156,000. The new structure aims to make salaries, allowances and other financial benefits of public servants more rational and aligned with the cost of living.
The Cabinet approved the pay scale at a meeting chaired by Prime Minister Tarique Rahman. The Joint Services Instructions-2026 for members of the armed forces were also approved in line with the new salary structure.
The pay scale, introduced after 12 years, will be implemented in three phases. Thirty percent of the revised basic pay is expected to take effect from July 1, followed by another 35 percent at the beginning of next year, with the remaining portion to be implemented from July of the following fiscal year.
The government has also decided to gradually introduce a “one grade, one pension” system for military and civilian personnel by 2030. As an interim measure, net pensions will be increased by up to 100 percent, with those receiving lower pensions receiving proportionately higher increases.
The new pay scale will also introduce a Tk 3,000 monthly allowance for each child with special needs of government employees. Mobile allowances, previously limited to Grade 5 employees, will be extended to employees of all grades.
Around 24 lakh military and civilian employees, along with 9.25 lakh retired employees and other eligible beneficiaries, are expected to benefit from the new pay structure.
The government estimates an additional annual expenditure of Tk 1,05,580 crore for implementing the pay scale, with the required funds planned under the Medium-Term Budget Framework.
The Finance Division will issue detailed gazettes, orders and instructions covering pay fixation, allowances, pensions and other post-retirement benefits to ensure smooth implementation of the National Pay Scale-2026.
